Were it not for their means of governing, the Pirates would be the supreme rulers of Pellucidat. They are the most technologically advanced society in all of Pellucidar. They have a mastery of metal working that supplies them, not only with swords and armor but also cannons and flintlock guns. Their mastery of the seas gives then access to all the kingdoms of Pellucidar an ability that would advance, not only their own but all societies of humans.
The problem lies in the history of the pirates. This race is descended from a prison ship filled with murderers who accidentally found their way into Pellucidar. Raiding villages were all that these people knew, the entire society was based on a life of piracy. Arguments are settled in duels to the death. A murder within the city of Korsaria is so commonplace that it isn't viewed with any more contempt than seeing a drunk stumble out of one of the many taverns. Diplomacy is as far fetched an idea as space travel to this race. The Pirates are a united people in other aspects, an outsider committing a crime against one of them is seen as a crime against them all.
The pirates are a devious race, the player will never know who to trust or what to expect next.
